I backed our second car into our first car in the driveway. Does insurance even apply between our own vehicles?

DCPD does not help here — it needs another driver’s vehicle. Damage to each car would run through that car’s own collision coverage, each with its own deductible, and a claim you make against yourself still lands on your record.
